For those who still wonder if Coloniality exists in Argentina, we want to share our perspective for the national debate on the productive model. Some sectors of the national government (Chancellery and Ministry of Agriculture, Livestock and Fisheries) have been promoting an international cooperation project with China, by which private companies in the Argentine State would put the land and Chinese private companies the investment.
The Argentine State would facilitate the landing of a turnkey project. It is said that it will bring dollars, food sovereignty, jobs and economic revival. Or it is said that there are currency problems. Therefore, we would be in the presence of a financial project. Not productive, not economical.
In 2020, more colored mirrors?
Food: the industrial production of pigs produces numerous damages, both in the health of those who consume it, and in the environment. It uses 1,500,000 liters of water per day, not counting the amount of soil and water it pollutes. To feed the pigs, 17,000 hectares will be allocated for the sowing of monoculture corn and transgenic soybeans, with the consequent loss of native forest and the fumigation of these fields. The main reason for China's interest in this agreement arises from the lack of food provision suffered by swine fever in its former partners, the countries of Africa. Numerous scientific works confirm the relationship between the expansion of this epidemic and the factories that concentrate animals (feedloot), which contributes to the mutation of viruses and increases the level of aggression.
Ultra-processed edible products will not satisfy hunger made in Argentina
Job: While the Law of Forests, Natural Reserves and other forms of environmental conservation in force prohibit indigenous populations from accessing the management of territories, including collecting firewood for survival or fishing in our lakes, this project provides that private individuals who access When financing, they must demonstrate ownership of at least 100 hectares of land. Who are the holders of such amount of titled land? Are they the same landowners who imposed the sugar model in the north of the country? In the north or in the south or in the center, those who have deeded the lands as "private property" are not us. While some became rich from their writing and concentration of the land. The native peoples are still in poverty.
Dollars for economic reactivation: the injection of foreign exchange into the domestic market sounds tempting. However, there is no mention of capital flight through the underreporting of mining exports, nor about the dollars that escape due to the purchase of agrochemicals for the soybean or transgenic model. How much will it cost to access basic services for life once there is no water or mountains? The communities of the Wichí, Chorote, Tapiete, Guaraní people… are suffering slow genocide based on the business premise that something is leaking. But nothing drips. In Catamarca, mining activity was promoted twenty-five years ago with the same speech. And it drips only for Barrick Gold and for some pockets of a certain political elite that is neither production nor work. In Catamarca, 67% of its inhabitants applied for the IFE because they were below the poverty line. Dollars for whom? It shows obvious that it does not leak.
Matria Yes, Colonia No
In the province of Tucumán, almost all the indigenous communities (Diaguita people) have completed the stage of the Territorial Survey Program (Law 26160). However, the provincial State has not yet made progress in the delivery of titles, of community deeds, which generates numerous territorial conflicts. The evictions have not stopped, nor the murders of our brothers, much less the advance of the corporations on the mountains and water.
While various indigenous communities have been denouncing lack of water (Cueva del Inca, Jujuy, Wichí Communities in Mosconi, Tartagal, Salta) in the midst of a pandemic. Yes. Water, no water availability. The pig project foresees that the area where the factories will be located must meet the following requirements: non-floodable land, access to transport by trains, internet connectivity, 1,500,000 liters of water and at least 18,000 hectares of land.
Indigenous communities do not have access to half or a third of what the pig project describes as a condition.
The IACHR demanded that the Argentine State in February present a study in six months that identifies the critical situations of lack of access to drinking water or food, and to formulate an action plan in which it determines the actions it will take and the time in which that will be executed. Until now ... the same nothing exists.
So there are first class citizens and second class citizens. We would come to occupy which one?
We no longer receive colored mirrors
Land concentration: Many of the territories that have private titles of more than 100 hectares are disputed between indigenous communities and landowners (or usurpers, orwigka as we call them in domestic settings).
The "externalities" of the project are immense. The environmental liabilities that are generated with industrial pig farming are untold, precisely for this reason they are omitted and in the national debate control is delegated to the provinces. We already know that the provinces do not control. For a sample, Catamarca is enough. Liters of blood, kilos of meat, hectares of transgenic monoculture and fumigation will be the environmental liabilities for our territories and our people and the profits (all) for agribusiness, be it vaccines, genetics, or food.
The questions of this pandemic August have to do with the irreconcilable contradiction between extractivism and Buen Vivir.
Can the State maintain the relative autonomy as an Argentine State that allows it to sustain the social and electoral pact during this government? Will there be social justice without environmental justice? Who will fight the coloniality of power?
A project sent from China, in a multipolar world in which the USA and China dispute the regions and Argentina is going to buy "turnkey" a project that decides that a large part of the indigenous cultures in the north are zones of the "no existence". We continue to be a sacrificial zone despite the discourses of interculturality and cultural diversity.
As peoples and nations pre-existing to the Argentine State, we understand that the logic of exploitation of finite goods in an infinite time has failed as a political project. The West has failed. Let's face it. Economy and culture are reconfigured during the pandemic. The factory project is more of the same.
The health of the peoples, whether indigenous or not, depends on the health of the earth, gaia, pachamama, wajontu mapu, tekohá. Agrobiodiversity is a tool to sustain food sovereignty and also political sovereignty.
Agroecological farms, farms with agrobiodiversity to raise pigs, yes. We want and propose to feed Argentine hunger because we have our hands, our territories and ourkimün (knowledge) for the ethical management of the territory and the nurturing of life.
Grandparents say that "if we spend August, we are alive."
